FAUST Consult GmbH Information About the Project In response to this risk, the Government of Turkey, with the assistance of the International Bank of Reconstruction and Development (IBRD), has identified a project called Istanbul Seismic Risk Mitigation and Emergency Preparedness Project (ISMEP) which is financed by a World Bank Loan (4784 TU). The project is implemented by Istanbul Project Coordination Unit which is established under the Istanbul Special Provincial Administration (ISPA).

The contract covers the Consultancy Services for Design and Construction Supervision of 477 Bed Capacity Ümraniye Pediatric and Maternity Hospital (98.115 m2) complete with the medial equipments, Design of Pendik Vali Cahit Bayar District Polyclinic (Mehmet Oğuz District Polyclinic, 14.939 m2) and Design/Design Review of Küçükyalı Nursery (Typical Design, 4.654 m2) and Kocamustafapaşa Social Center (1857 m2).

The hospital has composed of emergency, polyclinic, imaging center, laboratories, operating rooms, intense care, maternity and pediatric bed units, newborn unit, bone marrow transplantation, hematology-oncology, infectious diseases, general administration units, training and meeting rooms, archive areas, hospital depots, service area, closed car parking area, entrance control buildings and technical center.

Information About the Project

The Project has been executed under Istanbul Seismic Risk Mitigation and Emergency Preparedness Project (ISMEP) by Istanbul Project Coordination Unit that is established under the Istanbul Special Provincial Administration (ISPA). Existing Kartal Lütfi Kırdar Education and Training Hospital is one of the biggest hospitals in İstanbul Area that serves 15.000 patients per day. The total estimated surgeries are 40.000 per year. However, this hospital complex was found infeasible for retrofitting since the existing structures are inadequate from the functional perspective and the buildings are in poor condition and require significant maintenance. Therefore, the design for new Kartal Lutfi Kırdar Education and Training Hospital has been conducted under the ISMEP with the fund of European Investment Bank. The Contract of Prokon has covered the design review and construction supervision of new Kartal Lütfi Kırdar Hospital campus including but not limited to the construction of the new hospital buildings having 1105 beds and 301.853m² built-up area (2B+G+12 Floor) of which 55.000 m² is underground parking area and all related infrastructural works as well as demolishing of the old buildings. The design of the Hospital meets the requirements and the specific functions of the units as well as the requirements of National and International Hospital Regulations and Rules built in Seismic Area. The future role of new Kartal Lutfi Kırdar Hospital is defined as a disaster centre, which should remain operational during an earthquake thus any specific supervision tasks resulting from this function shall be the Consultants responsibility for the supervision of construction works. The seismic design targets to cover the “Operational Building” performance level in DBE (Design Basis Earthquake) and “Life Safety” performance level in MCE (Maximum Credible Earthquake) according to ASCE/SEI 41-06. Thus, the structural system of the hospital is reinforced concrete and the design covers 855 seismic base isolators for an earthquake resistant hospital complex. The hospital is the 1st ‘State Hospital’ in Turkey has achieved LEED (Leadership in Energy and Environmental Design) Gold Certification that is the highest ranking certificate programme run by the USGBC (United States Green Building Council). The full-fledged health complex brings opportunity to combine future technology with patient comfort. Kartal Dr. Lütfi Kırdar Training and Research Hospital has also awarded by EDGE (Excellence in Design for Greater Efficiencies) Green Building Certificate that is performed by IFC (International Finance Corporation), a member of the World Bank Group and the world’s largest development organization for the development of the private sector in developing countries.
